Abstract
The development of the methodology for evaluating investment and construction activity systems determines that the most important requirement for management is perspective, which is inextricably linked to the predictive nature of the functioning of the management subsystem, which involves the use of a conceptual model. The main purpose of such a model is to ensure the effective operation of the management object, for this all the requirements and criteria for evaluating the management system are formulated from the standpoint of the effectiveness of construction production and its individual elements (stages, types of work, etc.).
